RIYADH — Saudi Arabia’s nationwide rail operator has signed an settlement to buy 20 new high-speed trains from Spain’s Talgo to develop the Haramain Excessive-Velocity Railway fleet and enhance passenger capability to greater than 30 million vacationers yearly.
